Traffic Enforcement Unit

The Traffic Enforcement Unit (TEU) consist of officers who have received specialized training in various areas, including radar and laser speed enforcement, commercial motor vehicle enforcement, vehicle equipment enforcement, basic crash investigation, technical crash investigation, and vehicle dynamics. Officers are assigned to this unit on a part-time basis, depending on the need for traffic enforcement and crash investigation, as well as the volume of calls for service during their shifts.

The TEU addresses traffic issues through Traffic Enforcement Details (TEDs). TEDs involve intensive traffic enforcement conducted in specific geographic locations at predetermined times. These details are initiated in response to requests from Franklin citizens, business owners, elected officials, police officers, and city staff.

When a traffic complaint that leads to a TED is related to speeding, one of the department's Vehicle Speed Display Signs may be deployed in the affected area. This sign uses radar to capture and record the speeds of all vehicles passing in either direction. The collected speed data helps identify the time of day and day of the week when most violations occur. A TED is then conducted during these peak violation times, ensuring the TEU's resources are used effectively. 

Most officers assigned to the TEU are also trained as Traffic Crash Investigators (TCI). In addition to enforcing traffic laws, TCI officers assist with investigating serious property damage or personal injury motor vehicle crashes, utilizing their specialized training when needed.
