The City of Franklin Assessor’s Office is contracted for its assessment services through Forward Appraisal, LLC, a professionally licensed assessment firm. All Assessor staff carry an official photo ID and their vehicle information is on file in the Assessor’s Office and the Police Department. Notice that Assessment Roll is Available for Examination & Specifying Open Book Period for 2024
The preliminary 2024 assessment roll for the City of Franklin is currently open for inspection through November 8, 2024. It is also available in print format at Franklin City Hall over the same timeframe. The official Open Book period, as required by state statutes, will be held on Wednesday, October 16, 2024, from 11:00 AM – 1:00 PM, but you may contact our office via phone, email, or this Contact Us Form at any point between now and November 8 during normal business hours with valuation questions.

MISSION
The mission of the Assessor's Office is to accurately and equitably value all real estate in the City of Franklin in accordance with Wisconsin State Statutes and the Wisconsin Property Assessment Manual. The assessment staff aims to work as efficiently and cost-effectively as possible, while maintaining good customer service and a quality work product. RESPONSIBILITIES
The Assessor’s Office is responsible for the valuation of all real property located within the City of Franklin for tax purposes. It is our responsibility to ensure fair and equitable assessments throughout the City. The Assessor’s Office will also maintain accurate and updated records by field-reviewing a percentage of properties each year. PERSONAL PROPERTY
By passing “2023 Wisconsin Act 12” into law, the state has exempted all locally-assessed Personal Property for assessment year 2024 and beyond. You will no longer have to file an annual Statement of Personal Property form (PA-003), nor will you receive a Personal Property tax bill in 2024 or going forward. Taxes for 2023 and prior are not impacted. Please visit the Department of Revenue’s Personal Property Exemption summary page for further reference.

The Assessor’s Office neither sets the tax rate nor raises taxes to cover municipal budgets. Our valuation process operates independently of the budget and taxation process.
