Pet Licensing

Pet License Application

Pet licenses are required to be obtained annually by anyone residing in the City of Franklin who owns a dog, cat, or tiny horse which is 5 months of age on January 1, or 5 months of age within the license year.  Pet license applications are due by April 1 of each year, or within 30 days from the adoption of your new pet.  A copy of the rabies vaccination certificate issued by your veterinarian is required as proof of vaccination. 

Fee Schedule:

  • Altered Pet - $12
  • Unaltered Pet - $24
  • If 5 months of age after July 1 of License Year and Altered - $6
  • If 5 months of age after July 1 of License Year and Unaltered - $12
  • Late Fee for Altered Pet - $6
  • Late Fee for Unaltered Pet - $12

The City prefers that you pay for your pet license directly through the City of Franklin either in person at the Cashier's Office at City Hall, by mail, or by use of the drop box outside of City Hall.  Please be sure to include your pet license application, vaccination records, and a check made payable to the City of Franklin, 9229 W. Loomis Road, Franklin, WI 53132. 

The Milwaukee Area Domestic Animal Control Commission (MADACC), located at 3839 W. Burnham Street in West Milwaukee, has overall responsibility for issuing pet licenses in Milwaukee County.  As such, pet licenses may also be applied for online via the MADACC website.  Click on "Purchase your license online".  Here payments can be made by personal check or by MasterCard or Visa credit card.

Special Permit – Up to 10 Dogs

Authority to keep up to 10 dogs shall be by permit and must meet the specific conditions of Municipal Code Chapter 80-13.B

Animal Fanciers Permit

Any resident who keeps, harbors, raises, or possesses not less than 4 nor more than 5 dogs, tiny horses, or cats over the age of 5 months must apply for an Animal Fanciers Permit.  A permit will be issued to property owners or users only if the applicant's lot is 20,000 feet or greater in size.  In addition to the Animal Fancier Permit, the person holding the Animal Fancier Permit must keep a current license tag upon each dog, cat, or tiny horse. 

Fee Schedule:

  • Special Permit - Up to 10 Dogs - $50 
  • Animal Fanciers Permit Fee - $50 (plus individual license fees for each dog, cat, tiny horse)
