Substance Use is a priority in our Community Health Improvement Plan (CHIP) – Healthiest Franklin. Review this Plan to learn how you can get involved in initiatives making Franklin a healthier community. Our efforts with substance use include prevention, education, and risk reduction strategies throughout the community.

Harm Reduction
Naloxone, also known as Narcan®, is a nasal spray medication that can effectively reverse the effects of an opioid overdose. Narcan can quickly restore normal breathing to a person if their breathing has slowed or stopped because of an opioid overdose and begins to work in 2-3 minutes. Narcan is available at the Franklin Health Department at no cost and may be picked up during normal business hours of 8 a.m. to 4:30 p.m. Those getting Narcan for the first time will be given a brief training on how to use it and the signs of an overdose.
Schedule a large group training by calling 414-425-9101. The training is free and typically takes between 15-30 minutes.

Tobacco
Compliance Checks
-
We have been conducting tobacco compliance checks since 1995 through a contract with the WI WINS program. Teen volunteers under adult supervision attempt to purchase tobacco from Franklin businesses. Those who sell are issued a citation, those that do not sell receive a gift card and the owner is notified of the successful check.
-
The goal of the WI WINS program is to educate clerks on the local and state laws and to not sell tobacco to minors.
Education
-
Tobacco Prevention Poster Contest – since 1995, 7th grade students enter the tobacco prevention poster contest. Winners are chosen by community leaders and receive movie passes and have their poster displayed at Showtime Cinema.
-
Teens Against Tobacco Use (TATU) – Franklin High School students present tobacco education lessons to 6th grade students.
Advocacy
The City of Franklin and Volition Franklin (formerly FAPSU) were awarded the Drug Free Communities Grant in 2017 and renewed in 2021. This ten-year grant helps to establish and strengthen collaboration among communities through public and private agencies to support the efforts to prevent and reduce substance misuse among youth. The Volition Franklin Coalition was formed out of the work of the grant.
