Due to a retirement, the City of Franklin is seeking a qualified and professional Human Resources Administrator to serve as the City’s primary operational human resources professional. This position is responsible for administering core HR functions, ensuring compliance with employment laws, advising leadership, and supporting a consistent, lawful, and employee-centered workplace.

The Human Resources Administrator works independently under the general direction of the Director of Administration and carries significant responsibility for confidential matters, regulatory compliance, and the fair and respectful application of City policies. Candidates must demonstrate strong technical human resources expertise and the ability to work with employees and leadership using sound judgment, professionalism, discretion, and empathy, particularly in sensitive or high-stress situations.

Minimum Requirements:

  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a closely related field
  • Minimum of three (3) years of professional human resources experience; municipal or public-sector experience preferred
  • Experience with employee relations, benefits administration, workers’ compensation, recruiting, and employment law compliance

Salary & Benefits:

  • Starting Salary: Approximately $72,571 – $96,137, depending on qualifications
  • Benefits: Full benefit package including Wisconsin Retirement System (WRS) pension, health and dental insurance, vision insurance, life insurance, sick leave, personal days, vacation, and paid holidays

Hours: Normal hours are Monday through Friday, 8 a.m. to 4:30 p.m., with attendance at evening meetings as required, including the Personnel Committee and Police and Fire Commission.
