State law requires that all general purpose local governments with a population of over 25,000 publish, within 6 months of the end of the fiscal year, a complete set of financial statements presented in conformity with general accepted accounting principles and audited in accordance with generally accepted auditing standards by a firm of licensed certified public accountants. The goal of the independent audit is to provide reasonable assurance that the financial statements of the City, for the designated fiscal year, are free of material misstatement. This complete set of financial statements is referred to as the "Comprehensive Annual Financial Report", or "CAFR".
