TIF Districts

Tax Incremental Financing (TIF) Districts are formed to enable development that would not otherwise develop without the establishment of a TIF District.  The City of Franklin currently has six (6) active TIF Districts, which can be viewed on the TIF District Master Map

TIF District No. 3 Amendment - September 2013

An amendment to TIF District No. 3 was proposed to further facilitate development and/or redevelopment within areas adjacent to the District. This amendment caused territory to be added to the District, providing incentive and opportunities for additional private development and redevelopment. This amendment modified the categories, locations or costs of the Projects to be undertaken, providing incentive and opportunities for additional private development and redevelopment.  A Joint Review Board Meeting took place on August 19, 2013 at Franklin City Hall Council Chambers.  The Community Development Authority (CDA) held a public hearing on August 22, 2013 at 6 p.m. at Franklin City Hall Council Chambers.  The project plan amendment was approved by the Common Council at their September 3, 2013 meeting.  The Joint Review Board then approved the project plan amendment on September 18, 2013. Located generally in an area bounded on the north by the area approximately just north of Rawson Avenue, on the east by 27th Street, on the south by the area approximately just south of Villa Drive, and on the west by 35th Street.  TIF District No. 3 is managed by the Franklin Common Council.

TIF District No. 4 

Located in an area generally bounded by Fitzsimmons Street on the north, 27th Street on the east, South County Line Road on the south, and an irregular boundary on the west.  TIF District No. 4 is managed by the Franklin Common Council.

TIF District No. 5 - Ballpark Commons Development Proposal 

Ballpark Commons is a proposed mixed-use development at and in the vicinity of the Rock Sports Complex located at 7900 Crystal Ridge Drive in the City of Franklin, Wisconsin.  The project encompasses over 200 acres (including the existing Rock Sports Complex) and is expected to have a development value over $100 million.  As in the case of most developments, refinement of plans is expected over time.  Descriptions and images are presented to provide an overall sense of the project, but are subject to change.  As available, please reference detailed plan submissions and approvals for project specifics.

Ballpark Commons Development Proposal

TIF District No. 6

Tax Incremental District No. 6 is proposed to be created by the City of Franklin as a "Mixed-Use District".  The Common Council considered the creation of the District at their October 16, 2018 meeting and the Joint Review Board approved the final Project Plan for TID No. 6 at their meeting of November 1, 2018.

TIF District No. 7

Tax Incremental District No. 7 is created by the City of Franklin as a blighted area district.  The Common Council approved the Project Plan for the creation of Tax Incremental District No. 7 at a Special Common Council Meeting on May 23, 2019.

TIF District No. 8

Tax Incremental District No. 8 is a proposed Mixed-Use District comprising approximately 671 acres located to the northeast of South 27th Street and West County Line Road.  The District is created to pay the costs of public infrastructure and developer incentives needed for the property to be developed.  The Common Council approved the Project Plan for the creation of Tax Incremental District No. 8 at their May 5, 2020 Common Council Meeting.  TIF District No. 8 is managed by the Franklin Common Council.
