At a Special Common Council Meeting of April 22, 2014, the Franklin Common Council approved a motion to deny the Memorandum of Understanding between the City of Franklin and Zimmerman Ventures, LLC, as presented due to multiple unknowns including the developer providing inadequate evidence of the potential for economic development, failing to adequately involve Milwaukee County and address the County and State of Wisconsin ownership and roles in the partnership, the inability to commit to additional development at the outset, and needing necessary approvals from the Wisconsin Department of Natural Resources, which all create too much risk for the City.
